Job start SLA & at-risk jobs

How start SLAs are measured and where late starts surface.

Each job's start SLA compares the scheduled start with the actual arrive/start time. The job header shows a state badge (on time / at risk / late) and the dashboard's at-risk widget lists tomorrow's jobs with no assignee and today's jobs not yet started.

• Supplier SLA scores — aggregate acknowledgement speed, on-time starts and completion into the score shown on the Scorecard and in quote comparisons.
